هذا الكتاب تناول فيه الدكتور عمر عبد الله كامل شرح منظومة الشيخ العمريطي الشافعي حول أصول الفقه -علماً وقواعد- وعلق عليها، وقدم لها بأسلوب سهل العبارة وواضح المعنى، ليجعلها قريبة من أفهام المبتدئين في دراسة علم أصول الفقه وقواعده توصلاً إلى استنباط الأحكام الشرعية من أدلتها التفصيلية. وكان أول من كتب في هذا العلم، الإمام الشافعي في رسالته المشهورة، ثم تبعه كثيرون، منهم أحمد بن حنبل، وأبو الفرج المالكي، وإمام الحرمين الجويني، وأبو حامد الغزالي، والرازي، والامدي، وغيرهم كثير ممن تناول هذا العلم بالدراسة المعمقة. ومختصر ما جاء في منظومة العمريطي أنه جعل أبواب أصول الفقه عشرين باباً، تبدأ بأقسام الكلام وتنتهي بصفات المفتي.
