يتساءل البعض عن مدى جدية ما يطرحه العراق منذ قيام الدولة العراقية الحديثة، من أدلة قاطعة ومعززة بالوثائق، عن تدخل إيراني متعدد المحاور بشؤونه الداخلية، وعلى نحو يشكل تهديداً جدياً لسيادته وإستقلاله ووحدة أراضيه، ولم يكن بوسع العراق القبول به، بحكم حق السيادة الوطنية في الدفاع عن النفس، بوجه الأخطار الخارجية والذي ضمنته المادة 51 من ميثاق الأمم المتحدة، وربما اتخذ بعض العرب من هذا الإصطفاف غير المبدئي والمخالف لميثاق جامعة الدول العربية ومعاهدة الدفاع العربي المشترك، وميثاق الأمم المتحدة، سبباً للوقوف موقف المتفرج إزاء الأخطار الإيرانية المتقافزة من منطقة إلى أخرى، لأنها لم تواجه بالجدار الصلب القادر على إعادتها إلى داخل حدودها، بل وتهديدها عملياً بإشغالها بحزام الفتن العرقية والدينية والمذهبية، وظنت إيران أن هذه السياسة إنعكاس لحالة الإنقسام العربي في بعض الأحيان، والنزاعات العربية البينية في معظم الأحيان، وهو ما أعطى لإيران رسالة خاطئة عن قدرتها على إختراق مبدأ التضامن العربي، والإستمرار بتغذية الخلافات العربية بإعتبارها الضامنة لتدخلات إيرانية في الشؤون العربية، من دون أن تواجه بموقف عربي متفق عليه ولو بحدوده الدنيا.
يرصد هذا الكتاب أوجه التدخل الإيراني في العراق من أجل فهم دواعيه وتداعياته على العراق وعلى العالم العربي ككل.
