في هذه الدراسة يختار الدكتور عامر الشمري دولتين عربييتين فيدراليتين، ثم فيها تطبيق نظام اللامركزية الإدارية كل حسب نموذجه، وهما: دولة الإمارات العربية المتحدة وجمهورية العراق الإتحادية، مع إطلالة على نماذج أخرى: فرنسا، لبنان، ومصر، بغية الكشف عن تجارب تلك الدول فيما يتعلق في بناء القواعد العامة للامركزية الإدراية الإقليمية، ومن ثم، تحديد نقاط النجاح بهدف تعزيزها، والإستفادة منها، وكذلك تحديد نقاط الفشل، والإخفاق لوضع معالجات وحلول لتلافيها، ومن هنا تكمن أهمية الدراسة.
