إذا كانت معاهدة "وستفاليا" عام 1648، وإنتصار الحلفاء وهزيمة دول المحور في الحرب العالمية الثانية عام 1945، وإنهيار جدار برلين عام 1989، وسقوط منظومة الدول الإشتراكية عام 1991، تمثّل أحداثاً مفصلية في مسار تطوّر العلاقات الدولية لأنها غيرّت خريطة العالم بكلّ ما حملته من نتائج؛ فما من شك بأن أحداث الحادي عشر من أيلول (سبتمبر) 2001، قد أعادت تشكيل وجه العالم، حتى أصبحت محور الإرتكاز الذي غيّر مسار العلاقات الدولية، وأدخل مفاهيم ونظريات مستجدّة لم يشهدها الفكر السياسي المعاصر من ذي قبل.
لقد شاء القدر أن تتزامن أحداث الحادي عشر من أيلول 2001، مع بداية تسلّم الرئيس جورج بوش الإبن للسلطة، الذي رأى فيه المحافظون الجدد، البيئة الحاضنة لإطلاق المشروع الذي لطالما نظّروا له، ونادوا بتطبيقه في عهد كلّ الرؤساء الذين تعاقبوا على إدارة الولايات المتحدة الأميركية، وذلك منذ صعود نجم هؤلاء المحافظين الجدد مع مطلع النصف الثاني من القرن العشرين.
يسعى هذا الكتاب لمعالجة إشكالية رئيسية برزت بوضوح في فترة حكم المحافظين الجدد، وهي مسألة شعار "مكافحة الإرهاب" الذي رفع لواءه المحافظون الجدد، وأعدّوا له ما استطاعوا من قوّة، متخذين منه سياسة خارجية في غير بقعة من العالم، من خلال الوقوف على أهم الأسباب التي أدّت إلى فشلهم في "مكافحة الإرهاب"، والذي لم تستطع أكبر هيئةٍ أمميةٍ في القرن الواحد والعشرين "الأمم المتحدة" أن تحدّد معايير واحدة وموحدّة لتعريفه، وإنما هنالك حالياً العشرات من التعريفات له!..
لقد طرح المحافظون الجدد هذا الشعار المبهم، وعملوا ما بوسعهم لتحقيق الأهداف الحقيقية التي تقف خلفه، لكنّ "مكافحة الإرهاب" لا يمكن أن تكون بالسياسات والأدوات التي تولّده!...
