غالباً ما يعزى فشل الدولة إلى عوامل داخلية، لا إلى عوامل منظوماتية systemic factors؛ ولهذا، فإن إمكانية بناء الدول من خلال دعم العمليات والمؤسسات الداخلية وحدها، هي الفكرة السائدة في وثائق السياسات وفي بعض الكتابات عن بناء الدولة. وهذه الدراسة، تنظر في مدى صحة هذين الافتراضين. وهي تبين أن هناك ثلاثة عوامل مهمة، تمثل شروطاً خارجية مسبقة لتكوين الدولة عبر التاريخ؛ وهي:
إقامة دول فاعلة وأمن إقليمي مستدام على مستوى الدول وداخل الدول نفسها، تتطلب إنشاء هياكل فعالة للدولة على مستوى المنطقة كلها.
إقامة دول فاعلة ونظام أمني فعال ما بين الدول، تتطلب منظومات دول تعمل بكفاءة.
إقامة دول فاعلة، تتطلب قبولاً إقليمياً لعملية بناء الدولة.
وتلقي الدراسة، نظرة تحليلية إلى ثلاث دول ومناطق معاصرة؛ هي: الصومال في القرن الإفريقي، وأفغانستان في آسيا الوسطى، وناميبيا في جنوب غربي إفريقيا؛ وتخلص إلى أن بناء الدولة، يصبح أسهل بكثير؛ إذا وجدت هذه العوامل الثلاثة؛ فغياب هذه العوامل الخارجية، في المنطقتين اللتين توجد فيهما أفغانستان والصومال، يسلط الضوء على عمق المشكلات التي يواجهها هذان البلدان. وفي هاتين الحالتين، فإن الهياكل الإقليمية، تصبح شروطاً مسبقة لبناء الدولة.
