تضطلع الدول الإفريقية بدور استراتيجي متزايد في الشؤون الدولية، وسوف ينال الأطراف الدوليون الذين يستوعبون ذلك، ويطوِّرون علاقاتهم الدبلوماسية والتجارية بالدول الإفريقية ميزات كبيرة. وسيتطلب ذلك بالنسبة إلى كثير من الدول، إجراء تحوّل في مدارك الرأي العام وفي التصورات المتعلقة بالسياسات. ومن دون ذلك التحوّل، فإن كثيراً من شركاء إفريقيا التقليديين، وخصوصاً في أوربا وأمريكا الشمالية، سيفقد التأثير العالمي والميزات التجارية لصالح قوى صاعدة في آسيا وإفريقيا وأمريكا الجنوبية.
ويعد إرساء تواصل دبلوماسي والتقاء تجاري وإفريقيا أمرين لهما أهميتهما؛ فإفريقيا مَصدر استراتيجي لما نسبته نحو أربعين في المائة من المواد الخام والزراعة والمياه النقية والطاقة اللازمة للنمو العالمي. وقد أسهم ظهور الصين من جديد؛ شريكاً رئيسياً لكثير من الدول الإفريقية، في تجدّد اهتمام كثير من رجال الأعمال والسّاسة في الغرب بالتواصل وإفريقيا. وقد اضطلعت مجموعة الدول الثماني بدور جوهري في تأييد توجه يتسم بمراعاة الجوانب الاستراتيجية والتنسيق والتشاور، فيما يخص احتياجات إفريقيا الإنمائية، في صفوف معظم الدول الغربية. ولمجموعة الثماني ومجموعة العشرين والمجتمع الدولي الأوسع، مصلحة استراتيجية في النهوض بالنمو والتنمية في إفريقيا. ولكنْ؛ لتحقيق ذلك والاستفادة منه، ينبغي منح فهم سياسة فرادى الدول الإفريقية والتواصل وإياها وطرح مبادرات دبلوماسية جادة تتكامل ضمن أهداف قارّية أوسع نطاقاً، أولوية عليا. ولا يجوز لتلك السياسات أن تنطوي ببساطة على استنساخ بعض الجوانب الأكثر سلبية للتواصل السياسي السابق.
