غنى عن البيان أهمية المالية العامة في حياة الدول، فالمالية العامة تلعب بالنسبة للدولة نفس الدور الذي يلعبه الجهاز العصبي بالنسبة لجسم الإنسان، ولا نبالغ إذا ما قلنا أن المالية العامة هي المرآة العاكسة لحالة الإقتصاد وظروفه، وللحالة السياسية وظروفها في دولة من الدول في فترة زمنية معينة.
ويكفى للتدليل على ذلك أن نقف على الدور الذي تلعبه كل من الإيرادات والنفقات، بإعتبارها أحد موضوعات المالية العامة، في الكشف عن الظروف الإقتصادية والهيكل الإقتصادي والظروف السياسية والهيكل السياسي لدولة من الدول.
أمثلة لتوضيح ذلك، ومن الأمثلة التوضيحية لذلك، إذا كانت حصيلة الضرائب في دولة من الدولة مرتفعة على الرغم من ثبات سعرها، فإن ذلك يعد مؤشراً على إرتفاع الأسعار وبالتالي على وجود التضخم، كذلك إذا انخفضت حصيلة الضرائب مع بقاء سعرها دون تغير فمعنى ذلك أن إقتصاد الدولة يعاني من الكساد.
أيضاً، إذا ازدادت نفقات الإستثمار والتخطيط العمراني والتوسع في بناء المساكن، فمعنى ذلك أننا أمام إقتصاد في مرحلة النمو، أما إذا إزدادت الإعانات الإجتماعية وإعانات البطالة وغيرها من النفقات الأخرى فإننا نكون أمام إقتصاد في حالة كساد، كذلك، فإيرادات الضريبة تكشف عما إذا كان إقتصاد الدولة إقتصاداً متقدماً أم متخلفاً، فكلما كان عبء الضريبة فادحاً وكان النظام الضريبي محكماً فهذا يدل على أننا أمام دولة متقدمة إقتصادياً، أما إذا كانت حصيلة الضرائب قليلة والإستقطاعات الضريبية ضعيفة فهذا دليل على تخلف الدولة.
