يركز هذا الكتاب على القضايا الحيوية للطاقة: عولمة تجارة الغاز، وجودة الخام، والتعاون بين المستهلكين والمنتجين وشركات النقط الوطنية والأجنبية، والطلب المستقبلي على طاقة الخليج العربي، والاحتمالات المستقبلية لتقوية الإنتاج الخليجي، واستدامة القدرة الزائدة للمملكة العربية السعودية، والاهتمام بأمن حقول النفط، وتحفيز جذب الاستثمارات، والحاجة إلى سعة تكرير إضافية. ويعني ضمان الأمن الاقتصادي المضي إلى صياغة سياسات تفضي إلى التنمية الوطنية المتنوعة ومزيد من التلاحم الاقتصادي بينما تؤمن الوضع الاستراتيجي للمنطقة في اقتصاد عالمي متكامل في الوقت نفسه.
