هذا الكتاب يحاول الإجابة عن هذه الأسئلة وبيان أصول الدولة ومهامها. وكان من أهم الموضوعات التي تناولها الكتاب ما يلي: الإطار الأخلاقي للدولة، شعارات الدولة، مهام الدولة، سلطات الدولة، الجمهورية المثلى.
