هذا الكتاب هو قراءة تاريخية، ومعرفية لمفهوم الطاعة السياسية في الفكر الإسلامي، يناقش الوضعية العامة للمفهوم في إطار المرجعية القرآنية الحاضنة له، ويحدد معالمها الأصلية وفقاً لها، ثم يتعقب بالتحليل تطور المفهوم في البيئة التاريخية الإسلامية، بغية التعرف إلى ما لحق به من تغيرات، وبيان ما أخذ منه، وما اضيف إليه نتيجة للممارسة التاريخية بجوانبها المعرفية والسياسية المختلفة. إن تحليل البنية المعرفية التاريخية لمفهوم الطاعة – التي أطلق عليها هذا الكتاب وصف، فقه الطاعة السياسية، بمفهومه الواسع – وإخضاعها للنقاش يسمح بتحييد الأثر التاريخي، وعزل الثابت عن المتغير، وتمييز الطاعة الدينية عن السياسية في البناء المعاصر للمفهوم، كما يقدم مقاربة أوسع لإشكالية الطاعة والعلاقة بالسلطة، أوسع من قيد المعصية بمفهومه الديني، وصياغة علاقة تكاملية بين الطاعة وحق الأمة في الخرج الشرعي (الثورة) خارج بعض المقولات التي يلح عليها فقه الطاعة السياسية، وذلك كله يقع ضمن إعادة بناء مفهوم الطاعة السياسية التي يقدمها هذا الكتاب.
