إن التأثير والجدارة هما الشرطان الأساسيان، اللذان يجب على الشخص أن يتمتع بهما؛ من أجل أن يستطيع مسايرة التغيرات الحاصلة في قطاع الإدارة.
الأمر الذي أدى إلى جعل العلم قرية صغيرة، وبناء على ذلك تتأتى الحاجات التدريبية، والتي تعدّ عنصراً مميزاً من عناصر التخطيط؛ من أجل العمل على تدريب الأفراد، ومن ثم وصولهم غلى درجات مرتفعة من الأهلية والجدارة؛ فالتدريب هو الأصل في عملية التدريب (الخطيب، 2006).
ويبذل القائمون على برامج التدريب أثناء الخدمة جهوداً كبيرة في سبيل التطوير والتحديث فيه، حيث يعقد المؤتمرات والندوات؛ لغايات دراسة التدريب أثناء الخدمة من جمع جوانبه، والبحث في العوامل المؤثرة فيه، والعمل على تحسينه، وتقييم برامجه (الصمادي، 2007).
وقد أكدت الدراسات التي تناولتها المؤتمرات سالفة الذكر على أهمية تدريب المعلمين في أثناء الخدمة؛ كأحد وسائل تحقيق جودة التعليم المدرسي.
وفي هذا الصدد يؤكد الزواوي (2003) أن الجودة الشاملة في التعليم هي المعايير العالمية للقياس والإعتراف، والإنتقال من ثقافة الحد الأدنى إلى ثقافة الإتقان والتمييز، وإعتبار المستقبل هدفاً نسعى إليه.
