تكلَّم الناسُ كثيرًا منذ فجر البشريَّة، فذهب كلُّ الكلام، ولم يبق منه إلا أقلُّ القليل، لكنَّه قليلٌ يَعْدِلُ كثيرًا، فالذي تبقَّى من كلام الناس الأُوَل هو (الأمثال) التي حافظت على بقائها لأنها كانت بمثابة الأسس والقواعد التي أدار بها الناسُ حياتهم.
وكلُّ عمل إداريٍّ ناجح يقوم على مجموعة من المبادئ الأساسيَّة التي يمكن تجسيدها لغويًّا بمجموعة من العبارات الموجزة الدالَّة تمثِّل علامات على الطريق يهتدي بها الناس، وتوصلهم -في نهاية المطاف- إلى الغايات المنشودة.
و هذا الكتاب جمع بين الأصالة والمعاصرة.. عالج عِلما من أحدث العلوم التي توصل إليها الفكر الإنساني بأمثال توارثتها الأجيال المتعاقبة منذ عهود بعيدة..
ولقد اختار المؤلِّف حيِّزًا جغرافيًا للأمثال التي أوردها، وهي البلاد اليافعية الحِمْيَرية التي تملك موروثًا شعبيًا أصيلًا ضاربًا بجذوره في أغوار التاريخ..
وبالتفاتة ذكيَّة من الدكتور محمَّد ناجي عطيَّة وجد أن عددًا لا يستهان به من الأمثال الشعبيَّة يمكن أن تكون هي العبارات المطلوبة المجسِّدة للمبادئ العامَّة للعمل الإداريِّ الناجح، فذهب ينقِّب في الأمثال الشعبيَّة اليافعيَّة، واختار منها مائة مثل تنهض بتلك المهمَّة.
وهذا عمل تجاوز به كاتبه مرحلة (جمع الأمثال) إلى إظهار الجوانب المضيئة فيها التي تعود بالنفع على الناس؛ انطلاقًا من إدراك الكاتب أن الأمثال إنما وضعت لتنفع الشعوب، وأنها عبارة عن خبرات وثمرة تجارب كُفِينا مشقَّة مباشَرتها.
