كما يتناول مراحل تدوين قوانين الدولة العثمانية وإصدارها وأنواعها: مرحلة ما قبل السلطان محمد الفاتح، وعهده، وعهد السلطان سليم الأول، وما بعد الإصلاحات القانونية في الدولة العثمانية (بعد التنظيمات)، وأنواع هذه القوانين.
ويوضح الكتاب دوافع وجود قوانين نامه في الدولة العثمانية وأهدافها، ويعرض للخصائص العامة لقوانين نامه، والعناصر المكونة للقانون العثماني، والأصول العامة التي تحكم القانون السلطاني العثماني. ويتناول بعض النماذج التطبيقية لقوانين نامه، مقارنة بالمذهب الحنفي وغيره.
