أسفرت جولة أوروجواي للاتفاق العام للتعريفة والتجارة (1986-1994) عن وضع إطار قانوني عام لتحرير التجارة في السلع والخدمات، وتحرير حركة رأس المال عالمياً، يواكبه تعزيز للاحتكارات التكنولوجية عبر حماية حقوق الملكية الفكرية. وبالرغم من تحرر الشركات المتعددة الجنسيات من الكثير من القيود التي كانت تفرضها الدول القومية على نشاطها العالمي، إلا أن الرغبة في الاستفادة المثلى من التحرير أدت بها إلى مزيد من التركر الاقتصادي تعزيزاً لفعاليتها في غزو الأسواق التي فتحت أمامها، وشهد العالم بدءاً من منتصف التسعينيات من القرن الماضي حركة اندماجات معقدة بين المشروعات الكبيرة التي غالباً ما تتخذ شكل الشركات المساهمة.
