يعتبر البعد القيمي والثقافي والإرث الحضاري للأمم، وكذلك إنتشار المذاهب والأيديولوجيات الفكرية والمفاهيم والتيارات السياسية التي سادت على مر العصور، النبع الذي ينهل منه البشر قوانين الحياة في مختلف الميادين، وأن تختلف القدرات والإمكانيات في الإستيعاب وفي صياغة هذه القوانين، وأيضاً في كيفية التعامل مع المتغيرات التي تحصل في المجتمع، ولهذا نشاهد التباين في النظرة في معالجة كل ظاهرة، بحيث تنطلق الآراء المناصرة والمعارضة، والآراء المداهنة والمتلونة، هذا ينادي لنصرة ذاك الرأي، وهذا يعارض، وهذا يهادن، وهذا بين بين، بحيث يصاب الفرد في أحيان بالغثيان من كثرة الآراء والأفكار بشأن ظاهرة أو حدث أو واقعة ما، وبالتأكيد فإن ذلك يرجع إلى طبيعة الفهم للظاهرة أو هذا الحدث أو تلك الواقعة، وهنا يجب أن لا نغفل التطور بمختلف مدياته وإنعكاساته على المجتمعات، الأمر الذي ضاعف في التراكم الثقافي، وخلق التعددية في شتى المجالات، وقد كشف عن ذلك التنوع الواسع في المفاهيم والأفكار في بناء المجتمعات في مختلف أنحاء العالم.
وقد تناول الأطر العامة في صياغة البرامج الإذاعية من جانبين، الأول البرامج السياسية في المحطات الإذاعية، والآخر البرامج السياسية في الإذاعات الدولية بحيث تضمنت نماذج لكل من البرامج السياسية في (الإذاعة العربية لصوت أمريكا والقسم العربي لإذاعة كولونيا في ألمانيا والقسم العربي لإذاعة بكين الصينية عام 1997)، ونأمل أن نكون قد وفقنا في ذلك، ومن الله التوفيق.
