في عرض متأن ومنهجي للعلاقات العسكرية - المدنية في الوطن العربي خلال مراحل التحول، تتأسّس فكرة هذا الكتاب على مسلّمة مفادها أن تشكُّل العلاقات العسكرية - المدنية في دول الربيع العربي، بالصورة التي ظهرت فيها، يرتبط في الأصل بتاريخية هذه العلاقات في المراحل التي سبقت التحول؛ أي إن تصرّف الجيوش العربية بالأساليب المختلفة التي لمسناها في الواقع ليس إلا نتيجة لأعوام طويلة من التسيير المختلف والمتباين للعلاقات العسكرية - المدنية في العالم العربي. لكن الحديث عن هذا الموضوع هو بحث في صراعات السلطة في الأساس؛ فكيف إذًا يمكن ضمان حماية عسكرية للمدنيين من دون أن يحول العسكري هذه الحماية إلى هيمنة وسيطرة خارج الأطر الدستورية المنظِّمة للدولة؟
من هنا، يتقصى الكتاب الظروف والمظاهر التي تحكّمت بردات فعل الجيوش العربية في مراحل التحول لفهمها من خلال شبكة تحليل ربما تكون قادرة على تفكيك العلاقة بين العسكري والمدني، بالشكل الذي يمكّن من إدراك سبب التباين في ردات الفعل هذه.
