إن الدولة، في أكثر البلدان تمسكاً بالنظام الرأسمالي أصبحت مضطرة، بحكم الظروف الموضوعية، الداخلية والخارجية، إلى أن تتدخل في الكثير من ميادين الإقتصاد والإجتماع، كإتخاذ تدابير الحماية في بعض فروع الصناعة والتجارة، وفرض الضرائب والرسوم الغايات إقتصادية وإجتماعية، ومراقبة المصارف، وتنظيم سياسة النقد والتسليف، والإدخار والإستثمار، وتوازن الأسعار، والإستثمار المباشر لبعض المشاريع الصناعية والتجارية إلخ...
كل ذلك يبعد نشاط الدولة عن المفهوم الليبرالي التقليدي، الذي كان سائداً في القرن التاسع عشر وأوائل القرن العشرين، والذي كان يقوم على فكرة حياد الدولة حيال القضايا الإقتصادية والإجتماعية.
إلى جانب ذلك، انتشرت، في العصر الحديث، مفاهيم العدالة الإجتماعية، وضرورة توزيع الدخل القومي توزيعاً عادلاً بين فئات المواطنين المختلفة، ولم يعد بإمكان أية دولة مستقلة، وديمقراطية، أن تمهل - على المدى الطويل - الفئات المحرومة، إذ أن ذلك - عدا ناحيته غير الإنسانية - كثيراً ما يؤدي إلى مشكلات إجتماعية معقدة.
وقد تبين أن المبادرة الفردية، إذا تركت دون تنظيم وتوجيه من قبل الدولة، قد تنجح - بصورة جزئية - نجاحاً كبيراً، إنما على حساب المصلحة العامة، والتوزيع العادل للدخل القومي، وإنها كثيراً ما تؤدي - على المدى الطويل أيضاً - إلى عدم التوازن في نمو فروع الإقتصاد المختلفة، وعدم إستغلال مرافق البلاد ومواردها بصورة منتجة ومتناسقة، وبالتالي إلى خلق أزمات ضارة على الصعيدين الإقتصادي والإجتماعي.
لذلك يسلم جميع المفكرين المعاصرين بأن الدولة التقليدية، التي كانت تقتصر مهامها على الوظائف الإدارية والعسكرية والقضائية، اختفت، او كادت تختفي، نهائياً، لتحل محلها دولة العناية الإجتماعية، التي تأخذ زمام المبادرة من أجل التنمية والعدالة الإجتماعية وبخاصة في البلدان النامية، ويكون ذلك في أكثر الأحيان، وفق خطة إنمائية واعية، تشمل جميع مرافق البلاد من إقتصادية، وإجتماعية، وثقافية.
