كتاب "عيون الحكم والمواعظ" جمع بين دفتيه فوائد شتى من حكم أمير المؤمنين علي بن أبي طالب، اقتضبها من كتب متعددة مثل كتاب نهج البلاغة جمع الشريف الرضي، وما كان جمعه أبو عثمان الجاحظ، ومن الكتب التالية: دستور الحكم؛ غرر الحكم ودور الكلم جمع القاضي أبي الفتح، مناقب الخطيب (الموفق بن أحمد) منثور الحكم، الفرائد والقلائد للقاضي ابي يعقوب بن يسوف الاسفرائيني، ومن كتاب الخصال.
وقد وضع المصنف مؤلفه هذا في ثلاثين باباً، وواحد وتسعين فصلاً، حيث بلغ مجموع الحكم في هذه الأبواب والفصول حوالى ثلاثة عشر ألفاً وستمائة وثمانية وعشرين حكمة تمّ ترتيبها على حروف المعجم ضمن تسعة وعشرين باباً، وأما الباب الثلاثون فقد أورد المؤلف فيه مختصرات من التوحيد، والوصايا... والشيخ كافي الدين أبي الحسن عليّ بن محمد الليثي الواسطي، مصنف هذا الكتاب، هو من أعلام الإمامية في أواخر القرن السادس، ولعله أدرك السابع أيضاً، وهو فاضل جليل، وعالم كبير نبيل، من عظماء علماء الإمامية، وأما كتابه "عيون الحكم والمواعظ" الذي نقلب صفحاته، فهو أوسع وأجمع كتاب لحكم أمير المؤمنين رضي الله عنه.
