القادة والزعماء هم من يصنعون الأحداث في العالم، حقيقة لابد من التسليم بها، وعلى الرغم من الرافضين والمعارضين لهذا الرأي فإنهم لا يستطيعون إلا أن يؤكدوا أن من يصنع قرار الحرب هو الفرد القائد، ومن يقرر السلم هو الفرد القائد، ومن يقود الانقلاب أو الثورة هو القائد، ومن يقود الدولة إلى الاستقلال أو إلى التقدم أو إلى الانهيار هو القائد، ومن يعمل على قيادة المجتمع للخلاص من الأزمات الاقتصادية والاجتماعية هو الشخص القائد، ويرى عدد من المفكرين أن الخضوع والولاء للقائد كان أحد الأسباب التي أدت إلى ظهور السلطة، فهذه الحاجة متأصلة في الإنسان حتى أن هوبز عندما وضع نظريته (العقد الاجتماعي) وجد أن حالة الصراع الأولى في المجتمعات الإنسانية البدائية لم تنته إلا بعد أن قرروا اختيار القائد أو الحاكم الذي ينهي حالة الصراع وينظم شؤونهم، وذلك بعد أن تنازلوا له عن كل أشكال السيادة والحريات حسب رأي هوبز.
الكتاب يبين العوامل التي ساعدت على بروز هؤلاء القادة في التاريخ المعاصر، مع دراسة نماذج عن كل حالة ، إذ توزعت الدراسة على تناول دور القائد السياسي في صنع الأحداث و العوامل التي تساهم في تركيز السلطة بيد القائد السياسي. و أنواع تركيز السلطة أو ما يطلق عليها (شخصنة السلطة) ودور القائد السياسي في صنع الأحداث الإقليمية والدولية، مع درس نماذج من القادة للتوضيح بصفته تطبيقاً عملياً للطروحات النظرية.
