شكري محمود نديم (1919-2012) باحث ومترجم وكاتب عراقي ولد بالموصل شمال العراق. أنهى دراسته الابتدائية والثانوية فيها وتخرج في الكلية العسكرية عام 1938 وواصل دراسته في الكلية العسكرية البريطانية وفي كليتي الأركان العراقية والبريطانية، وفي كلية الآداب حيث حصل على الدكتوراه في فلسفة التاريخ، عمل في مناصب عسكرية مختلفة وشغل منصب مدير الحركات العسكرية برتبة عميد ركن وهو أخر منصب عسكري تسلمه قبل إحالته إلى التقاعد عام 1958 وهو عضو في اتحاد المؤرخين العرب واتحاد الكتاب والمؤلفين. حصل على وسام الرافدين وأوسمة أخرى، مارس المحاماة وألف عدة بحوث وتراجم.

يرى المؤرخون أن الأدوار التي مرت بها الدولة العثمانية هي التالية: 1-دور التأسيس والتوسع (1281-1453). 2-دور الإمبراطورية والنفوذ الدولي (1453-1593). 3-دور الركود (1593-1683). 4-دور التدني والإنحطاط (1683-1789). 5-دور الإصلاح (1789-1839). 6-دور التنظيمات (1839-1871). 7-دور الحكم المطلق (1871-1908). 8- دور المشروطية الثانية وانتهاء حكم آل عثمان (1908-1922).
ومن الملاحظ أن الغرب -ممثلاً في أوربة- شرع بالتقدم بخطى سريعة في ميدان التقنية والتطور العلمي منذ نهاية القرن السابع عشر، في الوقت الذي أخذت به الدولة العثمانية -التي كانت حامية الإسلام وعدو أوربا الأول- تتقهقر من إمبراطورية عظمى -بلغت مساحتها (20) عسرين مليون كيلو متر مربع تمتد من قلب أوربا إلى مراكش -لتصبح في منتصف القرن التاسع عشر رجل أوربا المريض- كما كان يسميها الساسة الأوربيون.
وحيث أن موضوع الكتاب يتعلق بالفترة الأخيرة من تاريخ الدولة العثمانية فسنبحث في الفصول التالية الأدوار التاريخية الأخيرة.
