تميز الماوردي بطول باعه العلمي، وموسوعيته في مجال الفقه والحديث والتفسير، والحكم والأمثال، والنحو والبلاغة، وبرع على وجه الخصوص في مجال السياسة والإجتماع، حتى أن الكثير من دارسيه كانو يعدونه واضع أسس النظرية السياسية في الحكم، ويحسبون كتابه الأحكام السلطانية دستوراً في الحكم والتشريع، ومرجعاً يحتكم إليه في هذا المجال.
يشتمل هذا الكتاب على (دراسة سوسيولوجية- سياسية تحليلية) تكشف عن التنظيرات السياسية في فكر الماوردي وذلك من خلال قراءة وتحليل أفكار الماوردي المثبوتة في مؤلفاته السياسية، وبخاصة في أدب الدين والدنيا، نصيحة الملوك، أدب الوزارة، تسهيل النظر وتعجيل الظفر، والأحكام السلطانية والولايات الدينية.
وفي هذا الإطار انتظمت هذه الدراسة، في ستة فصول وخاتمة، تناول الأول منها حياة "الماوردي" وروح عصره ومؤلفاته، أما الفصل الثاني فخصص لدراسة الحاكم وضرورة وجوده والأساس في اختياره، وتناول الفصل الثالث العلاقة بين الحاكم والمحكوم، مشيراً إلى واجبات كل منهما بإزاء الآخر، مؤكداً مسألة عزل الحاكم من الرعية إذا أخل بشرط منصبه، وأفرد الفصل الرابع للحديث عن الوزارة، وأنواعها وشروطها والسبب الذي كان وراء استحداث مثل هذا المنصب، مشيراً إلى أوجه الخلاف والإلتقاء بين أنواع الوزارة التي فصلها الماوردي، وخصص الفصل الخامس لدراسة الإمارة، وأنواعها حيث تبين ضمن إطار هذا الفكر أنه لا بد من استعانة الخليفة، فضلاً عن الوزراء بولاة لحكم الأقاليم، نظراً لصعوبة الإستكفاء، التي تتم بعقد عن اختيار، وبين امارة الإستيلاء، التي تتم بعقد عن اضطرار. واختتم المؤلف الدراسة بفصل عن بعض أفكار الإسلام، واتجاهاته الإشتراكية، كما عبر الماوردي عنها، والتي تكشف عن مدى إيمان الماوردي بمبادئ العدالة الإجتماعية والإخاء والتعاون، ودعوته الصريحة لتحقيق الرفاهية الإجتماعية لسائر أفراد المجتمع.
