تشير معظم الدراسات المستقبليّة والاستراتيجية إلى إمكانية أن تتحوّل الصين خلال مدّة قصيرة إلى قوة عظمى تتبوأ مكانة رفيعة في النظام الدولي. فعلى الصعيد الإقتصادي, تضاعف الناتج المحليّ الإجمالي للبلاد أكثر من ثلاثين ضعفاً منذ العام 1978 وحتى العام 2007, كما تضاعف حجم التجارة الخارجية حوالي مئة مرة, وارتفع حجم الإستثمارات الخارجية المباشرة حوالي خمسين ضعفاً عن الفترة نفسها. أمّا احتياطي العملات الصعبة للبلاد فقد نما من 167 مليون دولار العام 1978 إلى 1و95 تريليون دولار نهاية العام 2008.
وفي خلفّية هذا المشهد, لعبت الطاقة والنفط تحديداً, دوراً أساسياً وجوهرياً, فاحتلّت الصين المرتبة الثانية عالمياً في استهلاك النفط بعد أمريكا, والثالثة في استيراده بعد أمريكا واليابان.
وبما أنّ النفط من السلع الإستراتيجية والموارد الطبيعية التي تنضب بغض النظر عن الوقت والزمن الذي يستغرقه ذلك, وبما أن استهلاك الصين منه يتصاعد بشكل سريع, أطلقت بكين "ديبلوماسيتها النفطية" على مستوى جميع قارات العالم في محاولة منها للاستحواذ على أكبر قدر ممكن من هذه السلعة الإستراتيجية, الأمر الذي من شأنه أن يدفع الساحة العالمية إلى تنافس محموم بين الدول الرئيسية الكبرى.
