أنجزت هذه الدراسة في أكتوبر 1989، في ظل تواجد الاتحاد السوفييتي السابق إحدى القويين العظيمتين، بالرغم من التنسيق القائم بين الاتحاد السوفييتي والولايات المتحدة الأمريكية، وهو التنسيق القائم لصالح الأخيرة، ودعماً لأهدافها الاستراتيجية، ولسياستها الخارجية العالمية، بينما تصور هذه الدراسة للمرة الأولى وتحتل موقعها في المكتبة العالمية، في عام 1933، أي بعد أربع سنوات في إنجازها، وقد انتهى الاتحاد السوفييتي إلى الأبد.
وبالرغم من هذا التطور التاريخي، ودلالاته، إلا أنه ما زال لهذه الدراسة أهميتها، للأسباب التالية: أولاً: إن دلالة الاتحاد السوفييتي في الصراع الدولي، هي في كونه قوة عظمى قبل عام 1989 وبدءً من مرحلة التوجه للتعايش السلمي بينه وبين الولايات المتحدة الأمريكية التي بدأت عام 1958 في سبيل اقتسام مناطق النفوذ العالمية. ولئن كان الاتحاد السوفييتي انهار نهائياً عام 1992، فليس ما يمنع الهيمنة الأمريكية العالمية، من إعادة لإحياء ذلك الاتحاد، ولو تحت يافطة نظام سياسي جديد معادي للشيوعية، ولكن بمضمون سياسي دولي، تابع، وذيلي، للهيمنة الأمريكية على العالم.
ثانياً: دلالة الاتحاد السوفييتي في دائرة الفكر السياسي، تمثلت في العداء الصارخ للإسلام، فكراً سياسياً عملياً في العلاقات الدولية الدنيوية، وعقيدة دينية توحيدية تنبذ الشرك.
ومثل هذه الدلالة السياسية والدينية، لا بد وأن تتجدد في القوة الدولية البديلة للإتحاد السوفييتي، لا محالة، فما دامت هذه الدراسة تتناول السياسة الخارجية للدولة الإسلامية حسب المبادئ التي حددها الرسول المصطفى صلى الله عليه وسلم، في مواجهة سياسة الهيمنة التي تمارسها القوى العظمى التي تقتسم مناطق النفوذ حرباً على الدول الإسلامية، واحتكاراً أو سرقة لقوت شعوبها، فلا ينتقص من قيمة هذه الدراسة وجود بديل للإتحاد السوفييتي الشيوعي، بقوة دولية غاشمة تحمل شعارات سياسية معادية للشيوعية لفظاً، وتمارس هيمنة دولية أكثر بشاعة،عملياً..
