يعالج المؤلف فيه موضوع اللجوء، الذي غدا منذ بدايات القرن العشرين يشكل قضية إنسانية تستوجب الاهتمام العالمي، خصوصاً بعد انتشار الأنظمة الديكتاتورية في مناطق واسعة من العالم، وما رافقها من سياسات قمع واضطهاد، وما نتج عنها أحياناً من مجازر بلغت حد الإبادة الجماعية، وبنتيجة الحروب وصراع العقائد السياسية والدينية، وقمع الحريات، أصبح اللجوء ظاهرة عالمية استدعت المعالجة من قبل الدول والمنظمات العالمية، فعقدت المؤتمرات من أجل معالجة هذه الظاهرة ووضعت القوانين الدولية لتنظيم اللجوء وضبط قواعده لتنظيمه وتحديد شروط اللجوء -قبولاً أو رفضاً- وحددت حقوق اللاجئ في بلد اللجوء، كما حددت القواعد العامة التي تضبط سلوكه وتعين طريقة تحركه وفق القوانين التي تتناسب وتنسجم والأنظمة المعمول بها في البلد المضيف، وضرورة مراعاتها، وبينت بشكل واضح ومفصل الحالات التي يبعد فيها اللاجئ.
ويسهب الكتاب في أدق التفاصيل التي عرض فيها للمؤتمرات الإقليمية والدولية التي وضعت القوانين الشاملة لتنظيم عمليات اللجوء وضبط حركتها وفق منظور إنساني أخلاقي يراعي شرعة حقوق الإنسان، خارج انتمائه الديني أو العرقي.
