تبقى السلطة محوراً رئيساً تدور حوله الصراعات السياسية والاجتماعية في اليمن، الظاهرة منها أو الخفية. وفي قلب المشهد اليمني الراهن المتسم بالاضطراب والتعقيد، يخوض اليمنيون جدلًا حول الانتماءات العصبوية للحكام أو السلطة، متهمين بعضهم بعضًا بالسيطرة على هذه السلطة والاستئثار بها. وترجع أهمية هذه الظاهرة وخطورتها إلى قدرتها على اختزال المشهد اليمني بتعقيداته وتفاعلاته كلّها، وعلى تفسير ما يجري فيه. فهي ترتبط بالمشهد السياسي المضطرب في علاقة تعبِّر عن نفسها بالتطابق الكبير بين حدود الجدل حول هوية السلطة وحدود أهم الصراعات الناشطة في البلاد.
ليست إثارة سؤال هوية السلطة ظاهرة جديدة على اليمن، لذا يهدف هذا الكتاب إلى التعرف إلى توزيع السلطة بين الهويات المحلية المختلفة فيه، وما إذا كان ثمة هوية معيّنة تستأثر بهذه السلطة، وفقًا لما تقول الدعاوى التي يرفعها الجدل الهوياتي الناشط حول هوية السلطة. كما يسعى الكتاب إلى تفسير هذا الجدل، بالتعرف إلى سياقاته واستكشاف أسبابه ومحركاته وأهدافه، وصولًا إلى استشراف مستقبله وآفاق تقاسم السلطة في اليمن.
