لقد حصلت تطورات هائلة وسريعة مع نهاية القرن العشرين في مجال تكنولوجيا المعلومات والإتصالات سواء في مجال خزن أو معالجة او إسترجاع المعلومات، وقد تطورت الحواسيب بشكل متسارع، وظهرت الأقراص الليزرية المكتنزة (CD- ROM)، ثم جاءت الأقمار الصناعية والإتصالات بعيدة المدى، وتفاعلت تكنولوجيا المعلومات، لتؤمن للمجتمعات الإنسانية المعاصرة مختلف أنواع شبكات المعلومات، إبتداء من الشبكات المحلية، وإنتهاء بشبكة الشبكات (الإنترنت).
لقد شاع إستخدام تعبير عصر المعلومات لوصف المرحلة التي يمر بها الإنسان إبتداء من نهاية القرن العشرين؛ إن النتاج الفكري الأجنبي، وبخاصة في اللغة الإنجليزية، يحفل بالكثير من البحوث والدراسات والمقالات حول موضوع "مجتمع المعلومات"، سواء في أدبيات علم المكتبات والمعلومات أو الإقتصاد أو الحاسوب أو العلوم الإدارية وغيرها؛ أما الحديث عن مجتمع المعلومات في النتاج الفكري العربي فلا يزال نادراً وحديث العهد.
