لقد أفرزت الحرب الأهلية في لبنان واقعاً صعباً، فكانت المخابرات الإسرائيلية "الموساد" تدفع بعملائها باستمرار للتجسس على الثورة الفلسطينية والحركة الوطنية اللبنانية، وكانت مهمة المخابرات الفلسطينية صعبة للغاية في ظل هذا الواقع، حيث استغلت الموساد ظروف لبنان، لتقوم عبر عملائها بمحاولات تخريب العلاقة بين التنظيمات الفلسطينية واللبنانية، كذلك محاولة استعداء المواطن اللبناني على الثورة الفلسطينية.
قصة "الجاسوس المدلل" قصة واقعية من ملفات المخابرات الفلسطينية تعطي حقيقة عن الدور الإسرائيلي في العديد من الأحداث المعروفة والتي في كثير من الأحيان حاول الإعلام الإسرائيلي إلصاق التهم الباطلة بمنظمة التحرير الفلسطينية. تروي هذه القصة تفاصيل مثيرة حول "اغتيال زهير محسن" الأمين العام لمنظمة الصاعقة في فرنسا كذلك إفشال الموساد لمحاولة اغتيال السادات.
هذه الحلقة من حلقات المواجهة بين منظمة التحرير الفلسطينية وإسرائيل انقلبت عكسياً لصالح المخابرات الفلسطينية التي اخترقت الموساد وقامت بتضليله لفترة طويلة. قصة "الجاسوس المدلل" تسجل وقائع الحرب السرية بين المخابرات الفلسطينية والموساد منذ منتصف السبعينات وحتى الغزو الإسرائيلي للبنان عام 1982.
