يقدم الكاتب في هذا الكتاب دراسة نظرية وتحليل سياسي لوضع إيران منذ بداية الثورة الإسلامية وحتى الآن، معتمداً الرد الموضوعي الهادئ للتهمة التي تطال إيران على خلفية ممارساتها السياسية الخارجية الحالية، من تحالفها مع سوريا، ودعمها لقوى "كحزب الله" في لبنان، و"حركة حماس" في فلسطين، والتي سميت بمشروع "الهلال الشيعي" أو "المشروع الإيراني"، والتي ألقت الشك في نفوس الحكّام والسياسيين العرب في الدول العربية المجاورة، وأعادت للأذهان رغبتها في الهيمنة واستعادة نيّتها التوسعية في دول المنطقة.
يقوم الباحث بالرد على هذه التهمة بالتحليل والاستنتاج والعرض التاريخي لمسار السياسة الإيرانية، ويعتبر أن جلّ ما تفعله إيران هو"دفاعاً استراتيجياً عن نفسها وعن نظامها وعن أمنها القومي"، وأن "تضخيم الدور الإيراني في الشرق الأوسط، وجعله أهمّ وأقوى حتى من الدورين الأميركي والإسرائيلي، وأقدر منهما على "الهيمنة"، هو مقصود ويهدف "إلى قطع الطريق على أية محاولة للتقارب العربي -الإيراني عموما، والخليجي- الإيراني خصوصا".
يعرض الكاتب تحليله السياسي من منظار "مشروع إيران الدفاعي" في المنطقة، ويهدف من ذلك إلى تغيير"الكثير في مستقبل العلاقات العربية -الإيرانية"، ويقسّم عرضه إلى فصول أولها قضايا الخلاف بين العرب وإيران ويبدأ بالحرب العراقية الإيرانية وينتقل إلى قضية فلسطين ومشكلة الجزر الثلاث والبرنامج النووي الإيراني وأمن الخليج ومستقبل العراق وقضية التشيع.
ويتحدث في الفصول الأخرى عن تحولات الداخل وتهديد الخارج، "الحق النووي"، إيران -أميركا تضييق الخناق، "البحث عن حلّ "إسرائيل في مواجهة إيران، "عقدة الحصار"، أمن الخليج: "الطريق الأكثر وعياً نحو إيران، بالإضافة إلى ملحقين: تطور العلاقات بين إيران والوكالة الدولية للطاقة الذريّة بين 2003 و2007، والمنشآت النووية الإيرانية.
تكمن قيمة هذا الكتاب المثير للاهتمام، باتّسامه بالنظرة السياسية الموزونة والهادئة، والتي تأتي لتخفف من وهج النار في المنطقة، فتحوّل الرؤيا وتحضّ على أهمية التفاهم بين العرب وإيران، في وجه أسباب التدّخل الدولي، وهي "النفط وإسرائيل والإسلام، التي توجت بالاحتلال المباشر وبزرع الفوضى والفتن وعدم الاستقرار...".
