تبحث هذه الدراسة في إطارها العام النظري "الاعلام التنموي" وأهميته في المجتمع من خلال عرض علمي يقدمه الباحث الدكتور عمر الخطيب يسلط فيه الضوء على مفهوم الإعلام التنموي، ووظائفه وخصائصه وأبرز الاشكاليات والتحديات التي تعترضه أثناء قيامه بعملية التنمية.
وبناءَ على ما تقدم يتناول هذا الكتاب مفهوم الرفاهية كهدف للتنمية ويناقشه على أوسع نطاق بهدف تحديد معالمه وارتباطها بأهداف التنمية. وهذا دور أساسي يعتبره الكاتب لوسائل الاتصال التي تستطيع بمسؤولية وجدية أن تبلور مع الجماهير، وليس فقط إلى الجماهير، صيغة مقبولة للرفاهية كهدفاً للتنمية. ولا شكَ أن هذه الصيغة ستجد قنوات كثيرة للتعبير عنها وتصويرها بعيداً عن محاكاة الأنماط الغربية. القضايا والموضوعات آنفة الذكر يعالجها كتاب "الإعلام التنموي" في ابوابه الثلاثة بفصولها الأحد عشر. ففي الباب الول يتناول الكاتب المشاكل والحواجز الأساسية التي تعرقل الاستغلال الفعال للاتصال كاداة للتغيير في التنمية في الباب الثاني. أما الباب الثالث فتضمن: عرض تحليلي ونقدي، تم التركيز خلاله على تحليل اتجاهات وأدوار وإمكانات وسائل الاتصال في تنمية العالم الثالث بشكل عام والعالم العربي بشكل خاص. واخيراً نقد لانماط ونماذج الاتصال الغربية في إطار استخداماتها التنموية في العالم الثالث.
