إذا كانت وقائع التاريخ السياسي الأمريكي تشير إلى أن لمؤسسة الرئاسة دوراً مهماً وكبيراً على صعيد صنع الاستراتيجية أو السياسة الخارجية الأمريكية؛ فإن عوامل كثيرة لعبت دورها في منح تلك المؤسسة ذلك الدور المتميّز. ولعل العوامل التاريخية وملابسات النشأة الأمريكية وظروف الثورة الأمريكية وإعلان الاستقلال، ودور القادة العسكريين الذين أصبحوا في ما بعد القادة السياسيين لأمريكا الجديدة؛ هي العوامل الأبرز في أن يمنح كاتبو الدستور سلطات واسعة للرئيس الأمريكي، خوفاً على الدولة الوليدة من التفتت، في ظل احتمالات ضعف قوة القيادة العليا للدولة.
أما في التاريخ المعاصر فقد أدى تغيير الأوضاع في الداخل الأمريكي عبر سيطرة الديمقراطيين على الكونغرس، وكذلك الآثار السلبية للفشل الأمريكي في العراق في هيبة مؤسسة الرئاسة، إلى التأثير في حاضر دور مؤسسة الرئاسة.
ولكن السؤال الأهم هو: ما الأثر الذي يمكن أن تتركه هذه العوامل في مستقبل دور مؤسسة الرئاسة؟ وهنا تغدو قراءة مستقبل دور مؤسسة الرئاسة في صنع الاستراتيجية الأمريكية مرهونة بما تستجلبه الأيام الآتية من إجابة شافية حول السؤال المركّب: هل إن دور مؤسسة الرئاسة سيبقى مهيمناً، كما هو الآن؟ أو إنه سيشهد تغييراً معيّناً، قد يكون أبرز ملامحه صعود دور الكونغرس؟
