إني راغب، بمناسبة نشر محاولتي حول "الحرب الأهلية" باللغة العربية، التوجه إلى قرائي الجدد في الشرق الأدنى، وبصورة خاصة في لبنان، هذه الأرض المعذبة، العزيزة جداً على قلوبنا، أولاً لكي أرسل له تحيتي الأكثر وداً والأكثر مؤاساة، وأخيراً لكي نفكر معاً حول الطابع الدولي للنزاعات التي ظهرت أو عادت إلى الظهور في المتوسط الشرقي.
وإني لا أنوي أن أطبق، مرة أخرى أيضاً، "نظريتي" حول الحرب الأهلية الشكلية - صراع دُوَلي حقيقي - على الحالات المحددة التي لا يمكننا إلا التفكير بها (لبنان، قبرص، النزاع الإسرائيلي العربي)، غلا أنني أود أن أطرح ثلاثة أسئلة: بما أن التدخل الأجنبي غير منازع حوله، في صراعات المنطقة، فهل من المحتم أن يكون الهدف إستبعاد "المتدخلين"، وبصورة خاصة الدولتين الأقوى؟...
ألا يمكن، بالعكس من ذلك، التطلع نحو تعاون دولي من أجل إعتماد التفاوض لتخفيف التوتر في المتوسط الشرقي؛ وأخيراً، إن الجهود الحالية من أجل إعادة النظر في الترتيب الإقتصادي العالمي، فيما لو طبقت في المنطقة، ألا يكون من مفاعيلها تمتين الأمن عن طريق التعاون الإقتصادي الدولي؟...
