معلوم للجميع التطور التقني الحاصل في جميع المجالات (الطبية والمصرفية والمعلوماتية وغيرها)، إذ تم إستخدام تقنيات جديدة في المجال الطبي منها تقنية التلقيح الصناعي الخارجي التي بمقتضاها يقوم الطبيب بتلقيح البويضة خارج جسم المرأة ومن ثم زرعها داخل الرحم، أما في المجال المصرفي فقد أُستخدِمَت البطاقة الإلكترونية على أنواعها، وفي المجال المعلوماتي باتت المعلومة المُخزنة إلكترونياً تشكل أهمية كبيرة قياساً بالأشياء المادية وبات الإعتداء عليها وإتلافها أمراً شائعاً.
والجدير بالذكر أنه كثيراً ما يرافق ذلك لتطور العديد من الممارسات السلبية التي يمكن أن تصل إلى مستوى جسيم من الخطورة في كثير من الأحيان، لذلك يقع العبء على التشريعات في مسايرة هذا التطور والإتيان بالقواعد المنظمة لسلوكيات الأفراد في هذه المجالات، ففيما يتعلق بالتشريعات الجزائية يجب أن تأتي بالنصوص المُجرمة للأفعال التي تُمثل إعتداءً على هذه التطورات.
لذا فقد ارتأينا تضمن هذا المؤلف مجموعة من الأبحاث تمثل معالجات لبعض المستجدات في القانون الجنائي يرسم الحماية الجنائية لأجنة الأنابيب، أما المبحث الثاني فيتناول جريمة إساءة إستخدام بطاقة الإئتمان الإلكترونية الملغاة فيما يتناول البحث الثالث موضوع الإتلاف المعلوماتي أي الإتلاف الواقع على المعلومات المخزنة إلكترونياً، وإتماماً للفائدة رأينا ضرورة إدخال بحث جريمة الإهمال في رعاية الصغير أو الحدث، أما البحث الخامس فيعالج موضوع إستبعاد الإعتراف المتحصل نتيجة التأثير على المتهم، وأخيراً يأتي البحث السادس ليتناول دور الإدعاء العام في تحريك الدعوى الجزائية عند تعدد جريمة الشكوى مع غيرها من الجرائم.
