أصل هذا الكتاب (مقال) نشره المؤلف نظمي الحمزاوي في مجلة الرابطة الإسلامية الصادرة في بيروت سنة (1352ه) تحت عنوان "الأمم الإسلامية بين جاهليتين" وبعنوان فرعي: محاكاة الغربيين في قشور المدينة دون لبابها.
وفي الكتاب / المقال يُجري المؤلف مقارنة بين مدنيّة الإسلام ومدنية الغرب، المدنيّة الأولى أفرزت الأخلاق ونبذت الجهالة والمحاكاة وأضافت إلى ثقافة الإسلام معالم المدينتين الرومانية والفارسية وطورتها، أما المدنية الغربية، فهي برأيه من استفادت من الإختلاط بالشرق العربي أثناء الحروب الصليبية، وفي عهد ازدهار المعارف الإسلامية في الأندلس العربية ... بعد ذلك ينتقل المؤلف ليوضح أسباب "العلة الفتاكة في جسم الشعوب الإسلامية" والتي أودت بالعرب في أفريقية وآسيا؛ ومنها غارات نابليون على القطر المصري، والمؤامرات التي كانت تُحاك من قِبل المستعمرين بحجة التجارة أو الحفاظ على التوازن الدولي أو بداعي الإنجاد والتمدين .. وأما عن أمة العرب أثناء تلك الفترة فكان ... أهلها في لجج الخلاف يتقاذفون، وفي تيهور الجهالة يتخبطون، وهم عن نزعات الإستعمار ومناحيه وغاياته في غفلة مطبقة". كما يقف موقفاً رافضاً من المدارس التبشيرية التي أقامتها بين العرب "جيوش الجزويت المبعدين عن ديارهم" بحسب تعبيره ... وأخيراً يحذر المؤلف العالم الإسلامي "من انتقاص الأخلاق الفاضلة، وعواقب السير دون تدبير وراء الأمم الأخرى ...".
