يقدم انموذجاً مشرقاً للدولة في التاريخ الإسلامي فيتناول الدولة الحمدانية في تاريخها الحضاري، لقد كانت دولة بكل معنى الكلمة فكانت لها عملتها الخاصة وجيشها القوي وكانت ترسل الوفود لتمثلها في الخارج، كان مؤسسها سيف الدولة الحمداني فارساً وشاعراً حمل السيف والقلم، كان نموذجاً للفارس العربي النيل والشاعر المبدع، كان كريماً لا يستطيع إلا أن يكون كذلك وكان عادلاً مع كل رعايا دولته من مسلمين ومسيحيين ويهود.
وهذا التسامح كان ميزة من مزاياه لذلك كانت حلب محطة ومقصداً لكل مبدع وطالب حاجة، وأوجه سيف الدولة ببطولة الدولة البيزنطية وانتصر عليها في عدة مواقع وغزا بنفسه أربعين غزوة فجمع الغبار الذي لحق به من أثر هذه الغزوات وأوصى أن يدفن معه، كانت حلب في عهده تضاهي بقصورها وعمرانها بغداد والقاهرة وبيزنطة هو القاتل حلب معقلي، وشاعري المتبني، أما مجلسه الثقافي والأدبي فكان يضاهي مجالس المأمون في بغداد يضم الشعراء والفلاسفة وعلماء اللغة والأدب ومن الأسماء اللامعة في مجلسه شاعره المتنبي وفيلسوفه الفارابي وخطيبه ابن نباتة وغيرهم الكثير.
