يدور موضوع الكتاب حول جرائم تقنية المعلومات، وبالتحديد جرائم الإعتداء على نظم المعالجة الآلية، وهي جرائم سهلة الإرتكاب نتيجة للإستخدام السلبي للتقنية المعلوماتية بما توفره من تسهيلات. هذا الأمر كان عاملاً حاسماً لتدخل المشترع الجزائي في العديد من الدول وذلك بوضع نصوص خاصة لإكساء الأفعال الماسة بنظم المعالجة الآلية الصبغة التجريمية. والجزائر كباقي الدول ليست بمنأى عن خطورة هذه الجريمة، لذلك قام المشرع الجزائري بسد ما كان من فراغ قانوني في هذا المجال فجرم ما سماه بـ: المساس بأنظمة المعالجة الآلية للمعطيات حماية لها من كافة أشكال الإعتداءات التي تقع على مكوناتها غير المادية. لأجل ذلك قسمت الدراسة إلى ثلاثة فصول: فصل تمهيدي يبدأ بإستجلاء ضرورة تدخل المشرع لإصدار تشريعات جرائم الإعتداء على نظم المعالجة الآلية من خلال ثلاثة مباحث يتحدث الأول في ذاتية جرائم الإعتداء على نظام المعالجة الآلية، ويفرد الثاني منه لأثر هذه الذاتية على التشريعات العقابية القائمة، أما الثالث فخصص لمظاهر هذا التدخل.
ويتناول الفصل الأول دراسة أركان جرائم الإعتداء على نظم المعالجة الآلية، وقسَم إلى ثلاثة مباحث: مبحث يتكلم عن أركان جريمة الدخول أو البقاء غير المصرح بهما، والثاني لأركان جريمة التعامل في معلومات غير مشروعة.
وأما الفصل الثاني فيتناول إستراتيجية مكافحة جرائم الإعتداء على نظم المعالجة الآلية من الناحية التطبيقية، وقسَم إلى ثلاثة مباحث أيضاً، مبحث خصص لمدى كفاية العقوبة في الوقاية من جرائم الإعتداء على نظم المعالجة الآلية، ومبحث لدراسة مسألة ضرورة تكريس قواعد مناسبة لإستخلاص الدليل التقني، وآخر لدراسة ضمان مشروعية الدليل التقني ومصداقيته كدليل إثبات أمام القاضي الجزائي، وأخيراً خاتمة وتوصيات.
