في كتابه "أوراق سياسية من زمن التيه والنكسات" يتسائل الكاتب والصحافي اللبناني "سمير مطاوع": أين نحن في هذا العالم؟ ما هو موقعنا ودورنا؟ من أين نبدأ؟ هو تساؤل يفرض نفسه في ظل العراء التاريخي والخواء الفكري اللذين تعيشهما الأمة العربية وعلى كافة الصعد، وهي تساؤلات واقعية في ظل نظام عالمي جديد بدأ يتشكل، والخاسر الوحيد فيه هم العرب فبرأي المؤلف:" الأمة العربية -"لنعترف" وبشجاعة أدبية عربية وشهامة قومية- أمة كيانات متناحرة تعاني الصراعات والتناقضات الداخلية أكثر من صراعاتها وتناقضاتها الخارجية (...) ولا يمكنها أن تقيم علاقات جوار أخوية صادقة فيما بينيها، وعاجزة عن تقدير مصادر قوتها الكامنة والاستراتيجية المتمثلة بمقومات وحدتها وبقدرتها على تجسيد وحدتها الوطنية ومن ثم القومية وإبقائها متماسكة (...)".
ولأن التساؤلات كثيرة والجواب عليها يتطلب أكثر من رأي وبخاصة في المسألة الفلسطينية والمسألة العراقية. دأب المؤلف على جمع دراسات وأوراق عمل ومحاضرات تشكل في مضمونها خبرة عملية ومعرفة نظرية تحصّل عليها أثناء مشواره الصحفي-السياسي الأكاديمي. وها هو يضعها بين أيدي القارئ العربي، عسى أن تكون هذه الأوراق معيناً على إستنباط الجذور التاريخية للأحداث والقضايا التي تفاعلت على الساحة العربية في الآونة الأخيرة، ومن ثم التخطيط لما هو قادم، لمواجهة التحديات التي تضع المصير العربي كله الآن على المحك.
