Book Description
الاستبداد الذي يعنيه الكواكبي هو الاستبداد السياسي في الدرجة الأولى. وهو يرى أن الحكومات كلهّا استبدادية مالم تكن منتخَبة وملزَمة بقانون، ومراقبة من قِبل الشعب مراقبة تسمح بالعقاب، ومُنَسّقاً بن هيئاتها: التنفيذية والتعليمية والتشريعية. لذلك دعا إلى مراقبة الحكومة مها يكن شكلها، اتّقاء لمزالق الحكم التي تحوّل حتى الحكومات العادلة إلى مستبدّة، إذا لم تر نفسها مسؤولة أمام الشعب. وهو يطالب بالفصل المتّصل بن التشريع والتنفيذ. صحيح أنّ كلّ هيئة مسؤولة عن عملها بشكل مستقل، لكنّ ذلك لا يعني انفصالاً كلّياً بينها، بل لا بد أن تكون وظيفة كلّ منها مكملّة لوظيفة الأخرى من غر أن يؤدي ذلك إلى تدخّل إحدها في شؤون الأخرى. وإنمّا تترابط الهيئات من خال مراقبة الشعب لها معاً.
ومسؤولية الاستبداد تقع على عاتق الجميع، بمن في ذلك المستبد بهم أنفسهم. إذ يحملّهم الكواكبي كثيراً من مسؤولية وقوعها بين براثن الاستبداد. ومن أهم الأمور التي طرحها الكواكبي هي العلاقة بن المستبد والمستَبد به، محللّاً نفسيّة كلّ منها مؤكّداً دورها معاً في بقاء الاستبداد وفي دعمه. وهو يرفض الاستبداد ويطالب بإزالته انطلاقاً من معتقداته الإسلاميّة، ومن الواقع المُعاني في ظلّ الحكم العثماني، ومن ملاحظته أن الأمم المتقدّمة لم تصل إلى تقدّمها إلاّ بعد إزالة الاستبداد، فهو يرفضه على كلّ قانون. وهذه صفة الأخلاقي يتعلّق بمنطلق الكواكبي الديني. فإن كان قد رأى أنّ الأخلاق ملكة مطردة على قانون فطري، وأنّ تربيتها التربية، وسقياها العلم، وأقوى ضابط لها هو النهي عن المنكر، فهذا يعني أنّ المنبع الأصلي للأخلاق عنده هو الدين الذي فطرَ عليه الناس أجمعون، وتكون تربيته هي إدراك أنّ الله يرى ويراقِب، وبالتالي فكلّ إنسان مكلّف بمراقبة نفسه من هذا المنظور.
