يحتل مرفق العلم والتكنولوجيا مكاناً مرموقاً بين العوامل المساعدة للدول النامية لبلوغ غاياتها المشروعة. وقد سعت تلك الدول للحد من الاحتكار العالمي للتكنولوجيا وحاولت إيجاد قواعد سلوك دولية جديدة في مجال نقل المعلومات العلمية والتكنولوجيا بما يضمن حقوق الجميع.
وقد عقدت مؤتمرات عدة على المستوى العالمي عالجت جميعها هذا الموضوع إلا أن نتائج تلك المؤتمرات لم تكن مشجعة، حتى كان آخر مؤتمر دعت إليه منظمة الأمم المتحدة المنعقدة في فيينا عام 1979 والذي شارك المؤلف في إعداد ورقة العلم العربية إليه، كما تناول موضوعه في مقالات كتبها في كثير من الصحف المهتمة بالتنمية والنفط.
ويكتسب الموضوع أهميته في هذه المرحلة لأن العديد من الأقطار العربية قد شكلت لجاناً لمتابعة قرارات المؤتمر المذكور وتوصياته، وهذا الكتاب يتناول مواقف الكتل الدولية من موضوع نقل التكنولوجيا وما ينبغي أن يستتبع ذلك من مواقف وتوجيهات.
