هذا المعجم موجه أساساً لطلاب اللغة الإنكليزية، وقد تم إعداده بناء على مسح منهجي للكتب والمناهج الدراسية بحيث تغطي حاجات الطلاب المتعلقة بالدراسة والامتحانات في المراحل الثانوية والجامعية. يعتمد المعجم تعريفات واضحة ومحددة ومفصلة للكلمات مع إيراد المعاني التفصيلية المتعددة للكلمة الواحدة. كما يحتوي على ملاحظات حول استعمالات الكلمة، وهذا ما يجعله مناسباً ليس فقط للطلاب ولكن لعامة الناس أيضاً. ومن سمات المصمم إيراد عدد وافر من أسماء الأعلام من أشخاص وأمكنة. إذ يشمل أسماء بلدان العالم وعواصمها وبعض المدن الرئيسية فيها، ويشمل أيضاً أسماء الشخصيات سياسية وأدبية وعلمية وفنية، كما يشمل أسماء شخصيات من أساطير الشعوب التي يواجهها القارئ في دراسته لمناحي المعرفة بحقولها المختلفة. كذلك يورد المعجم عدداً وافراً من الاستعمالات المختصرة الشائعة في الحقول المختلفة (مثل AC وACAS). ومن سمات المعجم أيضاً إيراد الأصول لعدد كبير من المفردات، وخاصة عندما تكون معرفة أصل الكلمة مفيدة في فهم معناها وفي فهم تطور هذا المعنى، ويمكن للقارئ المهتم بمعرفة تفاصيل أوسع عن تاريخ الكلمة مراجعة المعاجم الكبرى.
