ودرس المؤلف في الفصل الثالث مزايا الأقاليم المفتوحة ولا سيما منطقة السواد العراقية ذات الأراضي الزراعية الخصبة، وتناول الدكتور سلهب في الفصل الرابع مسألة جيوسياسية مهمة تتصل بعلاقة العرب بالبحر وتوجسهم ركوبه، أما الفصل الخامس والأخير فعقده الباحث لمركز الخلافة الراشدة وشروط إختيار مكانه.
