هناك حاجة ملحة إلى معجم عربي متعدد اللغات للمنشآت المائية والهيدرولوجيا والميادين المتعلقة بالماء السطحي والجوفي وعلم الأنواء ورطوبة التربة وهيدروليك الأنهار وإدارة المصادر المائية وقد شعرت بتلك الحاجة في الأوساط الهندسية خلال عشرين عاماً من عملي في الممارسة المهنية لدراسة وتنفيذ المشاريع المائية وفي التدريس الجامعي والبحث العلمي في الهندسة المدنية.
لذلك جاء هذا المعجم الذي يضم بمدخله الإنجليزي المصطلحات المكافئة بأربع لغات هي الفرنسية والروسية والأسبانية والعربية، وعند وجود مصطلح مرادف لمفهوم معين تم إختيار الأكثر إنتشاراً كمصطلح رئيسي يلي ذلك الإختصار (م) وتعطى المرادفات مفصولة عن بعضها البعض بفاصلة ونقطة ولا تظهر المرادفات كمداخل منفصلة في المعجم.
وقد رتبت مصطلحات المعجم بالترتيب الألفبائي للمكافئات الإنجليزية وتمت مطابقتها وفقاً لرقمها المتسلسل.
