يتضمن الدمج الشامل إستيعاب الطلاب ذوي الإحتياجات الخاصة في مدارس التعليم العام جسدياً، وتعليمياً، وإجتماعياً، ويمكن ان يتحقق ذلك من خلال تنمية مهارات وإتجاهات إيجابية لدى جميع من يعنيهم الأمر، سواء داخل المدرسة أو خارجها، بمن فيهم الطلاب أنفسهم؛ بما يساعدهم على تحقيق التفاعل الإيجابي البناء مع بعضهم البعض.
وكذلك جعل غرفة الدراسة مجتمعاً صغيراً يقدر إسهامات كل أعضائه، والتغلب على مختلف التحديات؛ ببذل مزيد من الجهد والإلتزام من الجميع لجعل المدرسة مكاناً مناسباً يتعلم وينمو فيه جميع الطلاب، ويصلون إلى أقصى مستوى تسمح لهم به إمكاناتهم وقدراتهم ولا شك فإن ذلك يحتاج إلى عدد من البرامج التربوية التي تساعد المعلمين، وترشدهم حول كيفية إجراء ما يلزم من تعديلات في المناهج الدراسية وطرق التدريس، وكذلك توفير الخدمات المساندة المختلفة التي يقدمها بعض المتخصصين - سواء من داخل المدرسة أو خارجها - بالتعاون مع المعلمين، وفي إطار غرفة الدراسة.
وجدير بالذكر، فإن الطلاب في المدارس العامة غالباً ما يتعلمون درساً قوياً عندما يتم عزل أقرانهم ذوي الإحتياجات الخاصة عنهم، حيث يتوصلون إلى الإعتقاد بأن هؤلاء الطلاب مختلفون ومخيفون، وبالتالي يجب أن يبتعدوا عنهم؛ ويرجع ذلك أساساً إلى عدم معرفتهم الجيدة بهؤلاء الطلاب.
لذلك، فإن من الأهمية بمكان أن يحاول المعلمون توفير الفرص المناسبة لمساعدة مختلف الطلاب (سواء العاديين) أو ذوي الإحتياجات الخاصة) على تكوين علاقات إيجابية، وتنمية صداقات ذات معنى مع بعضهم؛ حيث أن مجرد جلوس الطلاب قريباً من بعضهم البعض لا يضمن بالضرورة تنمية مثل هذه العلاقات بصورة تلقائية، وبالتالي فبدون إعداد البرامج التربوية اللازمة لمواجهة إحتياجات جميع الطلاب فإنه يصعب تكوين علاقات حميمة بينهم، أو تحقيق التفاعل والتعاون اللازم لنجاح الدمج الشامل.
ويحاول الكتاب الحالي تحقيق كل ذلك من خلال توفير مجموعة من البرامج التربوية الشاملة المصحوبة بالأمثلة الواقعية، والإجراءات اللازمة لتطبيقها في المدارس بشكل مباشر.
