تتعدد العلاقات الإنسانية داخل المجتمع بتعدد مجالات الحياة وتنوعها سواءً أكان ذلك بين الأفراد بعضهم بعضاً أو بينهم وبين هيئات الدولة المختلفة مما يحتم وجود قواعد قانونية تضبط هذه العلاقات وتنظمها تنظيماً يحفظ للمجتمع الإنتظام والإستقرار ويحقق المساواة والعدالة بين أفراده.
فمسألة وجود قواعد القانون في أي مجتمع راشد مسألة حتمية ولن تكون هذه القواعد فاعلة ما لم تقترن بجزاء يطبق على الخارجين والمخالفين لها.
وقطاع التعليم - في أي بلد - قطاع خصب ومهم في نفس الوقت ولم يعد كما كان عليه في الماضي من البساطة والسهولة في الكم والكيف بل تطوّر تطوراً مذهلاً.
وقد اتسمت البيئة التعليمية موجود هناك علاقات متعددة منها علاقة المعلم بجهة العمل التي ينتمي إليها وعلاقة المعلم بالطالب وعلاقة الطالب بالمدرسة وعلاقة ولي الأمر بالمدرسة مما يستوجب تدخل الدولة لتنظيم هذا القطاع بقواعد قانونية تضمن حسن أدائه وإستمراره بما يحقق الأهداف المرجوة منه في إيجاد جيل قوي مسلح بسلاح العلم والمعرفة ليساهم بعد ذلك في خدمة بلده ومجتمعه.
ومن أجل ذلك قامت الدولة ممثلة في وزارة التربية والتعليم بسن القوانين واللوائح المتعلقة بتنظيم العملية التعليمية من جميع جوانبها مواكبة التطور الذي تشهده السلطنة في جميع المجالات.
وهذا المؤلَّف - الوعي القانوني - يعد مُؤلَّفاً هاماً، فهو أول مؤلف يتطرق لموضوع الوعي القانوني في البيئة التعليمية، اعتمد المؤلف من خلاله على عناصر وأدوات عدة منها الوصف والتحليل والإستنتاج؛ وقد تناول المؤلف موضوعه في ستة فصول توزعت على الشكل التالي: الفصل الأول: "التربية القانونية للمعلمين في ميدان التعليم"، الفصل الثاني: "التشريعات المهنية في سلطنة عمان في مجال التعليم"، الفصل الثالث: "المعلم في إطار الوظيفة العامة"، الفصل الرابع: "الثقافة القانونية ومحددات تشكيلها لدى المعلمين"، الفصل الخامس: "الدراسة الميدانية: الإجراءات والنتائج والتفسيرات"، الفصل السادس: "رؤية مستقبلية لتعزيز الوعي القانوني للمعلم".
