لقد كان البحر الأحمر، كطريق مائي، عامل جذب للتنافس والتدخل الخارجي على مر العصور التاريخية، بحكم خصائصه الجيوبوليتيكة والإستراتيجية، وخواص البحر الأحمر الإستراتيجية، جعلت منه موقعاً للتنافس والنزاعات والصراعات الإقليمية والدولية، التي ساهم الماضي، في تكثيفها.
وميزة البحر الأحمر هذه ارتبطت حديثاً بالمصالح والإستراتيجيات الإقليمية والدولية، مما جعل صراعات المنطقة متعددة الأبعاد وذات متضمنات خطيرة، وحالما حلَّت الدولتان العظيمان (الولايات المتحدة الأميركية والإتحاد السوفياتي) محل الدول الإستعمارية التقليدية (بريطانيا وفرنسا وإيطاليا)، بعد الحرب العالمية الثانية، أصبح البحر الأحمر قضية مهمة في إستراتيجياتهما الإقليمية منها والكونية، وأثَّر البحر على سياستهما وتفاعلاتهما المتصارعة، وتأثر بها، ومنذ العام 1949، أصبح البحر الأحمر ميداناً لتصارع العلاقات العربية الإسرائيلية.
وعندما امتد الصراع العربي - الإسرائيلي إلى البحر الأحمر، برز فيض من القلق والإهتمامات الجدية التي جعلت البحر الأحمر مصدراً يزيد في الصراع العربي - الإسرائيلي، لكن هذا الموضوع لم يعالج بشكل موسَّع ولم يعط ثقلاً في الأدبيات التحليلية للصراع العربي الإسرائيلي.
فهذه الدراسة إذاً هي جهد يقصد إلى إصلاح هذا الخلل التوازني بالتركيز على تأثير البحر الأحمر الخطير على علاقات الصراع العامة للبلدان العربية وإسرائيل، خصوصاً أنها ستدَّعي (وتناقش مسألة) أن البحر الأحمر هو مصدر صراع (مستتر ومسلح) بين البلدان العربية وإسرائيل.
