يهدف هذا البحث إلى تحقيق ما يلي: أولاً: تشكيل تصور عام عن موضوع التقسيم الإسلامي للمعمورة، ونظرة الفقهاء للأقاليم المحيطة بهم. ثانياً: التحقق من مدى مشروعية الأعمال القتالية التي تقوم بها بعض الحركات السياسية والتي تنسب إلى الإسلام-بطريقة أو بأخرى-تحت غطاء شرعي هو القول: إن الدول أو الإقليم على وجه المعمورة قد تحولت إلى دور حربية كافرة يجب إعادتها إلى دور إسلامية يتغير نظام الحكم فيها. ثالثاً: التحقيق من صحة بعض الفتاوى التي أوجبت على المسلمين في الأراضي المحتلة-فلسطين مثلاً-الهجرة منها وتركها لأهل الحرب والكفرى بدعوى انقلابها إلى دار حرب! رابعاً: تحديد المعيار والضابط المؤثر في وصف الدار والحكم عليها والذي يغرق بين دار الإسلام ودار الحرب.
لما كان الناي على وجه المعمورة ليسوا جميعاً مؤمنين بالشريعة الإسلامية. اقتضى ذلك أن لا تطبق أحكام الشريعة الإسلامية إلا على البلاد التي كانت واقعة تحت سلطة المسلمين ومنعتهم دون غيرها من البلاد والأقاليم، حتى أصبح تطبيق الشريعة الإسلامية مرتبطاً بسلطة المسلمين ونفوذهم.
ولقد كان هذا أحد أهم الأسباب التي دفعت علماء الإسلام عل تقييم المعمورة إلى دار السلام ودار حرب ودار عهد وعنه بدأت تتجلى نظرة علماء الشريعة الإسلامية في تقييم المعمورة إلى عدة دور.
ومن المعلوم أن موضوع التقسيم الإسلامي للمعمورة يعتبر من أهم أبحاث الفقه الإسلامي السياسي الذي لقي في الفترات الأخيرة إقبالاً ملحوظاً لدى المتخصصين وتكمن أهمية الموضوع في عدة أمور: منها أنه ذو ارتباط وثيق بقانون العلاقات الدولية. فهو يعتبر بمثابة الخطوة الأولى والضرورية لتأصيل العلاقات الإسلامية الدولية وفق رؤية إسلامية، ومنها أنه يسلط الضوء على مفاهيم سياسية ومالها من صلات عقدية تتعلق بالدفاع عن دار الإسلام، والجهاد ضد الدول المحاربة.
