يتناول هذا الكتاب ما بات يُسمى بالمثلث الذهبي الذي يجمع بين الجامعة والبحث العلمي والشركات التجارية، وهو مجال تصدّرت فيه التجربة البريطانية على فرنسا. يوضح هذا العمل أهم مفاصل برنامج الإصلاحات الذي قادته بريطانيا مع نهاية السبعينيات في نظامها للتعليم العالي والبحث العلمي، والذي من بعده، باتت الجامعات البريطانية تُعد بمثابة علامات تجارية تُسهم في تأسيس المشاريع التجارية وذلك عملاً بسياسة المثلث الذهبي الذي يربط الجامعة والبحث العلمي بالشركات التجارية. وفي هذا الإطار يتمحور الحديث حول مفصلين: أولاً – معرفة الخطوات التي مكنت بريطانيا من تكوين ثرواتها الاقتصادية المرتبطة بالبحث العلمي ومن ثم اقتراح إصلاحات بسيطة وعملية صالحة للتطبيق في فرنسا بتكاليف متماشية مع ميزانية الدولة. ثانياً: يناقش الكتاب مجمل جلسات وورش العمل التي تعقدها حلقة ما وراء بحر المانش والتي تجمع نخبة من الرؤساء والمدراء لمجموعات تجارية مركزها باريس ولندن وتهدف ورش العمل هذه إلى رصد وتحليل تجارب الجودة بين البلدين – فرنسا وبريطانيا – بفرض الإفادة منهما. وفي هذا السياق، يقول "ريتشارد ديكوان" رئيس كلية العلوم السياسية بباريس: "عندما تُنتج مؤسسات التعليم العالي أبحاث متميزة فإنها تسهم بشكل فاعل في تأهيل الطلبة وفي جاذبية البلد من حيث الدراسة، وفي العملية التطويرية إضافة إلى الحوار الوطني في آن معاً، وهي وحدات ضعيفة تتطلب كثيراً من الوقت للتطور. وبفضل حلقة ما وراء البحر، سوف يجد القارئ في هذا العمل مادة غنية تطرح قضايا متعلقة بهذه المتغيرات الملحة، وبغيرها من التحولات التي تفرضها العولمة وتداعياتها الإيجابية فضلاً عن تحدياتها وكيفية مواجهتها".
