لسان الدين ابن الخطيب هو أبو عبد الله ابن الخطيب السلماني، الوزير الشهير الذي ذاع صيته في المغرب والمشرق، وكان مثلاً مضروباً في الكتابة والشعر والطب ومعرفة العلوم على اختلاف أنواعها، وينبئ عن ذلك مؤلفاته فقد ترك تراثاً حافلاً منوعاً، بين تاريخ وأدب وسياسة وطب وشعر ونثر، وقد بلغت مؤلفاته أكثر من خمسين مؤلفاً.
وقد انتهى إلينا من هذا التراث أكثره، وهو المجموعة التاريخية والأدبية التي هي في الواقع تراث ابن الخطيب، التي تلقي أعظم ضوء على تاريخ الأندلس والمغرب في القرن الثامن الهجري. ويأتي كتاب لسان الدين ابن الخطيب "رقم الحلل في نظم الدول" في هذا السياق، فهو ألفها ابن الخطيب في التاريخ، وجاءت ضمن كتيب إلا أنه لصغر حجمه عظيم فائدته بدا فيه الشاعر وكأنه يريد أن يذكر على عجل ومن خلال منظومة التاريخ الإسلامي منذ البقية حتى عصر ابن الخطيب، واقعاً على وجازات شعرية من أخبار الدولة الإسلامية المتعاقبة: عصر الرسول صلى الله عليه وسلم، والخلفاء الراشدين، ثم عصر الأمويين في الشام، ومن بعدهم العباسيون في بغداد حتى القضاء على ازدهارها الحضاري بيد التتر، وانتقال الخلافة إلى القاهرة حاضرة جديدة للخلافة العباسية. ثم أخبار الأندلس، الدولة المروانية وزوالها، وملوك الطوائف حتى عصر المؤلف،وكذلك المغرب العربي وما تعاقب فيه من دول وسلاطين.
أما هذا القسم الذي أوجز فيه ابن الخطيب تاريخ الأندلس والمغرب، فقد كان على جانب عظيم من الأهمية لأن لسان الدين عاش مع بع أحداثه وشارك فيها وعاين شيئاً من مظاهر ما قام به من أعمال أولد الأمر من سلاطين ووزراء. وهذا هو رقم الحلل هو بين يدي القارئ مشروحاً ومنقماً من الأخطاء، ومخرج في صورة علًها ترقى إلى بعض ما لهذا الكتاب المفيد من قيمة.
