وبما أنه ينظر للإدارة المحلية بإعتبارها نمط من أنماط التنظيم الإداري يرتبط أساساً باللامركزية الإدارية كأسلوب تلجأ له الإدارة العامة للوفاء بإلتزامها بإشباع الحاجات العامة للأفراد.
وهذا النمط من أنماط الإدارة له مفهومه وذاتيته ومبرراته وعوامل وجوده ونشأته، كما أنه يختلف عن غيره من الأنماط الإدارية والسياسية القائمة على أساس توزيع الوظيفة الإدارية أو السياسية، وعليه تناول الكتاب في الفصل التمهيدي ماهية الادارة المحلية وعوامل نشأتها، الفصل الاول تناول تعريف المركزية الادارية وتحديد اركان المركزية الادارية وصورها، الفصل الثاني تعريف اللامركزية الادارية وبيان اركانها وصورها.
اما الفصل الثالث تناول التنظيم الاداري المركزي في الاردن ويشمل الملك ومجلس الوزراء ، يتناول الفصل الرابع الحكام الاداريون ويشمل المحافظ والمجلس التنفيذي في المحافظة واللواء، المجلس الاستشاري في المحافظة واللواء، واختصاصات المحافظ والمتصرف، الفصل الخامس تناول الاجهزة المركزية المعاونة مثل ديوان المحاسبة وديوان الخدمة المدنية وديوان التشريع والرأي.
أما الباب الثاني ناقش تطبيقات اللامركزية الادارية الاقليمية في الاردن فقد ناقش الفصل الاول تشكيل المجالس البلدية وموقف الدستور الأردني ، المصري ، الفرنسي، الفصل الثاني تناول الانتخابات البلدية موعدها وشروط الناخب، الفصل الثالث تضمن النظام القانوني لعضوية المجالس البلدية الفصل الرابع وضح اختصاصات المجالس البلدية، اما الفصل الخامس ناقش سير العمل في المجالس البلدية التي تتضمن جلسات المجلس ولجان المجلس الدائمة والمؤقتة.
