هذا الكتاب الجديد للأستاذ عصام سعد، وإن كان يتناول موضوعاً عالمي الأبعاد والاهتمام، إلا أنه محلي الإنتاج، تجده فيه نحت موضوعاته نحتاً من ثقافته وعلمه وتجربته الخاصة، لا ينتحل فكرة لغيره، وإن كان يجهد في استعراض الأفكار ويعمل بها النقد والتدقيق، دون أن يتقمص عقل سواه. فإن وافقته على وجهة نظره أو عارضتها، تجد نفسك مضطراً لاحترامها، على الأقل أنه بعمله هذا يحترم عقل القارئ العربي ولا يدعي ما ليس هو فيه.
كتاب جديد يضاف إلى المكتبة العربية التي باتت تزخر بكثير من الكتب في هذا الموضوع ولكنه مختلف استنتاجاته المعتمدة للمنهج العلمي الاستقرائي، فعسى به تتوضح الصورة حول مسار النظام العالمي الجديد ومآلات العولمة.
