في هذا الكتاب مقالة حاول من خلالها المؤلف الإشارة بإنجاز إلى علاقة الدين والحكومة الإسلامية مع الجماهير، ويتناول بشكل عابر قيمة الشهادة ومنزلة الشهيد وأسرته، ويرسم رسالة مؤسسة الشهيد في النظام الإسلامي ومهامها، ويذكر بعض الجهود التي بذلت في سبيل تبيان القيم الإسلامية واستخدامها في هذه المؤسسة.
مسألة الشهادة في المجتمع الإسلامي تتجاوز كونها قضية فردية ترتبط بظروف موضوعية، لتكون ثقافة عامة، وصورة حضارية تشمل الأمة كافة، بأفرادها وجماعاتها ومؤسساتها، حتى ليصح القول: "إن الأمة الإسلامية هي أمة الشهداء" قال تعالى: "لتكونوا شهداء على الناس ويكون الرسول عليهم شهيداً..."
وبهذا يعتبر الشهداء الثمرة الطيبة لجهود الأمة في سيرها إلى الله، وهذا يعني أن خدمة مشروع الشهادة والإيثار يتطلب من كافة مؤسسات المجتمع الإسلامي، الحكومية والأهلية، التربوية والتعبوية والرعائية، بما يختص بها من مهمات والتي على رأسها رعاية أسر الشهداء على اعتبار أنهم بقية تلك الصفوة الطيبة في الأمة.
ولا شك ‘م الإطالة على ثقافة الشهادة لدى العديد من الشعوب الإسلامية خاصة في الجمهورية الإسلامية السباقة لنشر عطر الشهادة والإطلاع على الأسس الفكرية والخبرات العملية التي تراكمت لديها خلال سنوات من العمل في خدمة مشروع الجهاد والشهادة كل ذلك يساهم في تطوير ثقافة الشهادة في مجتمعنا وخاصة في مجال رعاية أسر الشهداء الأعزاء.
وهذا الكتاب هو محاولة من هذا القبيل يحاول فيه الكاتب أن يعرفنا على الأسس الفكرية والأطر التنظيمية "لمؤسسة الشهيد" التي تعتبر بحق من أكبر المؤسسات الثقافية والاجتماعية في الجمهورية الإسلامية، على أمل أن يكون خطوة على طريق تبيان أهم القيم الحضارية في الإسلام.
